Dear Mr. Poilievre:
Conservatives must call on PM Carney to rescind G7 invitation to Narendra Modi
I am writing today to express the anger and sense of betrayal felt by Sikhs across Canada after PM Carney’s invitation to Narendra Modi for the G7 Summit. The community was further troubled by your comments to the media supporting this decision. This invitation and your remarks were both deeply offensive to members of the Sikh community who have endured years of surveillance, threats, and widespread violence orchestrated by Indian officials from their consulates.
The role of the Official Opposition is to hold the Government accountable. In this case, PM Carney has invited Narendra Modi to visit Canada despite India’s constant refusals to cooperate with investigations and repeated attacks on Canadian sovereignty and institutions, including aggressive disinformation campaigns in addition to brazen violence. It is imperative that the Opposition defend Canadian sovereignty and meaningful Charter rights. Members of the Sikh community are still receiving warnings from intelligence agencies about active threats to their lives. We need action more than empty promises and words.
In the leadup to the recent election, we received a letter from the Conservative Party of Canada (CPC) in response to a candidate questionnaire circulated by the Sikh Federation (Canada). In this response, the party stated that individuals who are involved in violence, surveillance, or political interference “do not belong in our country.”
The response unequivocally agreed that the Government needs to do more to inform Canadians about foreign interference activity in Canada, noting that “communities like the Sikh diaspora who are often targets” deserve to know the truth. The response also firmly argues for the importance of “refusing to allow foreign governments to hijack our institutions to punish people who speak out” and rejecting attempts to “weaponize Canadian law enforcement against those who dare to dissent.” The letter argues that the Liberal Party has not maintained this balance pointing to “inaction on foreign intimidation to politically motivated targeting at home.”
These sentiments resonated strongly with members of the Sikh community but appear to completely contrast with your position on Modi's invitation. In that light, we are calling on you to retract your statement of support for PM Carney’s decision to invite Modi to the G7. Instead, we urge you to take concrete steps in line with the CPC questionnaire response to ensure Canada's commitment to justice and accountability:
Voice your opposition to the Government’s decision to invite Modi to the G7 and publicly reaffirm
your commitment to holding Indian officials accountable for their documented interference,
violence, and assassination plots in Canada.
Affirm your commitment to establishing an independent public inquiry on Indian transnational
repression and other clandestine activities at the earliest possible time. This inquiry must be empowered to review the circumstances leading to Bhai Hardeep Singh Nijjar’s assassination and any other coercive or violent activity linked to the agents of the Government of India.
Call on the Government of Canada to immediately suspend all security and intelligence agreements with India that can be misused to target political dissidents in Canada. This includes any intelligence sharing, consultation, or any other forms of security and intelligence cooperation that may violate Canada’s Charter of Rights and Freedoms and international human rights obligations.
Sikhs across the country are closely watching the actions of all elected officials on this grave issue. Sikh leadership, organizations and community members will be converging on Parliament Hill in Ottawa on June 14, 2025 for a public rally against PM Modi’s arrival in Canada and to consider our next steps to hold the Government to account. I look forward to hearing from you.

Sikhs across Canada continue to reiterate calls for an independent inquiry into India’s transnational repression and violence as lawyers for the four men accused of murdering Bhai Hardeep Singh Nijjar appeared before the Supreme Court of British Columbia this morning.
Sikhs across the country have written letters to senior Canadian officials today, expressing grave concern and unequivocal condemnation following the Government of India's appointment of Parag Jain as the new Chief of India's foreign intelligence agency, Research & Analysis Wing (R&AW).
